The HABLA Act of 2025 aims to improve access to federal programs and services for people who primarily speak a language other than English. It requires federal agencies to create and implement plans to ensure LEP individuals can meaningfully access their programs, and to provide tailored guidance to recipients of federal financial assistance. The bill also mandates agencies to consult with stakeholders, including LEP individuals and organizations, during the development of these plans and guidance. This legislation codifies Executive Order 13166, strengthening language access requirements for the federal government.
