Bill overview
This bill aims to increase accountability in how federal agencies create rules. It requires that any rule issued by an agency must be initiated and signed by a senior appointee who was appointed by the President and confirmed by the Senate. There’s an exception for situations where following this rule would pose a risk to public safety or security, but agencies must provide justification and publish their decision. The Office of Information and Regulatory Affairs will provide guidance to agencies on how to comply with these new requirements.
