Bill overview
The All Aboard Act aims to improve passenger rights and accountability for Amtrak. It requires Amtrak to refund rail passengers the full cost of their tickets if their travel is canceled or delayed by more than three hours due to Amtrak’s failure. The bill also directs the Department of Transportation to create regulations outlining how refunds will be issued and how Amtrak can dispute refund claims. Furthermore, it mandates that Amtrak develop and implement a new, proactive asset maintenance strategy to replace its current ‘run-to-fail’ model, prohibiting the use of this strategy after two years.
