The Clear the ROADS Act aims to reduce roadway obstructions that endanger public safety by allowing the Secretary of Transportation to withhold a portion of federal highway funds from states that don’t take reasonable steps to prevent individuals from recklessly blocking roadways. The bill requires states to demonstrate they’re actively working to prohibit non-government workers from obstructing highway traffic. The Secretary will determine if a state’s efforts are ‘reasonable’ and can withhold funds if not. The bill also directs the Secretary to create specific regulations to implement these requirements.
