This bill, the Protect Economic and Academic Freedom Act of 2025, aims to regulate how colleges and universities receive federal funding under the Higher Education Act. It prohibits institutions participating in nonexpressive commercial boycotts of major strategic partners of the United States from receiving certain federal funds. The bill also requires institutions receiving funds to certify that they allow students and faculty to participate in academic programs in those strategic partners on equal terms as other countries, and to permit students and faculty from those countries to participate in programs offered by the institution. Finally, it establishes a process for identifying institutions that fail to comply with these requirements.
