Bill overview
This bill requires the Small Business Administration (SBA) to create rules for federal agencies to publicly disclose information about contracts they’ve cancelled that were open to small businesses. The rules will detail why the contract was cancelled, whether the agency plans to reissue it, and if not, provide a process for small businesses that bid on the cancelled contract to seek assistance in finding similar opportunities. It also strengthens the role of agencies’ Small and Disadvantaged Business Utilization offices to help these small businesses.

- Agencies must establish procedures for referring small businesses to the Office of Small and Disadvantaged Business Utilization.
