Bill overview
The FIRE Act of 2025 directs the National Oceanic and Atmospheric Administration (NOAA) to improve wildfire forecasting and detection. This includes establishing a program to develop and extend accurate wildfire forecasts, warnings, and related technologies like satellite detection and atmospheric modeling. The bill also mandates the creation of weather research testbeds in collaboration with industry and academic partners to further enhance wildfire prediction capabilities.
Key provisions
- NOAA will establish a program to improve wildfire forecasting and detection.
- The program will focus on predicting wildfire intensification and spread, forecasting smoke dispersion, and improving watch and warning products.
- NOAA is authorized to develop and deploy advanced satellite detection products, fuel moisture assessments, and coupled atmosphere and fire modeling systems.
- A weather research testbed program will be established to integrate new observation systems and improve wildfire prediction.
- The testbeds will be developed in partnership with industry and academic entities.
- Initial appropriations of $15,000,000 are authorized for fiscal year 2026.
Who is affected
- National Oceanic and Atmospheric Administration (NOAA)
- Weather Industry
- Academic Institutions
- Wildfire Management Agencies
- General Public (through improved warnings and forecasts)

IN THE HOUSE OF REPRESENTATIVES
A BILL
To direct the Administrator of the National Oceanic and Atmospheric Administration to maintain a program that improves wildfire forecasting and detection, and for other purposes.
This Act may be cited as the Fire Information and Reaction Enhancement Act of 2025 FIRE Act of 2025
or the
.
The goals of the program under paragraph (1) shall be to develop and extend accurate wildfire forecasts and warnings in order to reduce loss of life, injury, property, and damage to the economy, with a focus on improving the following:
The prediction of intensification and spread of wildfires.
The forecast and communication of smoke dispersion from wildfires.
Information dissemination and risk communication to create more effective watch and warning products.
The early detection of wildfires to contain their growth and mitigate damages.
Advanced satellite detection products.
Grid-based assessments and outlooks of fuel moisture and danger levels.
Coupled atmosphere and fire modeling systems.
Systems to link climate predictions to achievable land management decisions.
Improved spatial and temporal resolution observations in high latitudes.
Not later than 180 days after the date of the enactment of this Act, the Assistant Administrator for the Office of Oceanic and Atmospheric Research, in partnership with industry and academic partners, shall establish a program to create one or more weather research testbeds to develop improved detection of and forecast capabilities for wildfire events and their impacts.
There is authorized to be appropriated $15,000,000 for fiscal year 2026 to carry out the program under paragraph (1).
