Bill overview
The IMPACT Act 2.0 aims to promote the use of low-emission construction materials in U.S. highway projects. It provides financial incentives and technical assistance to states that purchase and utilize cement, concrete, asphalt binder, or asphalt mixtures with reduced greenhouse gas emissions. The bill also establishes a directory of eligible materials and modifies the Surface Transportation Block Grant program to allow for advance purchase commitments of superior or environmentally friendly materials, and establishes a multi-year contract program with specific requirements to encourage innovation and long-term emissions reductions.
