IN THE HOUSE OF REPRESENTATIVES
A BILL
To require the Comptroller General to conduct a comprehensive study of the operations of LUMA Energy and Genera PR in Puerto Rico, and for other purposes.
This Act may be cited as the Puerto Rico Energy Oversight and Accountability Act
.
local government policies and administrative actions that influence Federal disaster relief and grid resilience efforts; and
challenges and obstacles to efficient Federal funding, oversight, and project implementation with respect to the energy sector of Puerto Rico.
The submission required by subsection (a) shall also include actionable recommendations to improve Federal recovery and grid resilience efforts in Puerto Rico, including—
steps to—
strengthen oversight of LUMA Energy and Genera PR;
enhance coordination among Federal, territorial, and local authorities; and
ensure transparent and efficient use of Federal funds;
opportunities to—
reduce delays in project execution; and
establish clearer lines of accountability in contracting and operations; and
