Bill overview
The Michelle Alyssa Go Act changes how Medicaid defines ‘institutions for mental diseases.’ It removes facilities with 36 beds or fewer from this definition, provided they meet specific national standards for mental health care. These standards include evidence-based practices and staffing requirements, as determined by the Secretary of Health and Human Services. This aims to improve access to mental health services in smaller facilities.
Key provisions
- Removes facilities with 36 beds or less from the definition of ‘institution for mental diseases’ under Medicaid.
- Institutions must meet nationally recognized, evidence-based standards for mental health programs.
- Standards must be approved by the Secretary of Health and Human Services.
- Standards include types of services, clinical care hours, and staffing credentials.
- Facilities treating substance use disorders must also meet standards set by the American Society of Addiction Medicine.
Who is affected
- Medicaid recipients
- Mental health facilities
- State Medicaid programs
- Healthcare providers
- Individuals with mental illnesses
