Bill overview
This bill directs the Department of Housing and Urban Development (HUD) and the Department of Agriculture (USDA) to reverse a previous determination regarding energy efficiency standards for new construction of housing financed through their programs. Specifically, it aims to roll back updated standards adopted in 2024, reverting to previous requirements. The bill also restricts other federal agencies, including the Department of Veterans Affairs and the Federal Housing Finance Agency, from implementing or enforcing similar energy efficiency rules, and requires a certain number of states to adopt equivalent standards before updates can be considered.
Key provisions
- HUD and USDA must withdraw the April 2024 determination on energy efficiency standards.
- Federal agencies must revert to previous energy efficiency standards for HUD and USDA-financed housing.
- The Department of Veterans Affairs is prohibited from implementing or enforcing the 2024 determination.
- The Federal Housing Finance Agency is prohibited from finalizing or enforcing energy efficiency standards for single and multifamily housing.
- HUD and USDA cannot adopt updated energy efficiency codes unless 26 states meet or exceed the updated requirements.
- The Cranston-Gonzalez National Affordable Housing Act is amended to require state adoption of equivalent standards.
