Bill overview
This bill requires the U.S. government to add the Ministry of Public Security’s Institute of Forensic Science of China to the Bureau of Industry and Security’s entity list. This list is used to restrict trade and technology with entities deemed to be a threat to national security. The bill also allows for a presidential waiver of this addition if the President certifies that the Institute is not involved in activities harmful to U.S. foreign policy or human rights abuses against minority groups in Xinjiang.
