Bill overview
This bill, the Deliver for Democracy Act, aims to improve the on-time delivery performance of periodicals handled by the United States Postal Service. It requires the Postal Regulatory Commission to link additional rate authority for periodicals to achieving a 95% on-time delivery rate or a 2% improvement over the previous year’s performance. The bill also mandates an annual report from the Postmaster General detailing the USPS’s progress on on-time delivery, with input from stakeholders, and establishes a process for generating service performance data if individual mail tracking isn’t feasible. Finally, it directs the Government Accountability Office (GAO) to study alternative pricing schemes for the USPS to address financial challenges faced by periodicals.
