Bill overview
This bill amends the Higher Education Act to allow distance education programs offered by foreign institutions of higher education to be eligible for federal student aid. Specifically, it sets limits on the percentage of courses offered through distance education (no more than 12.5%) and requires the foreign institution to be evaluated for its ability to deliver distance learning. Additionally, students receiving aid must be physically present in the country where the institution is located during the distance education portion of their courses. This change aims to expand access to higher education opportunities for students abroad.
