The Access to Fertility Treatment and Care Act aims to ensure that health insurance plans cover fertility treatment. It requires group health plans and health insurance issuers offering coverage for obstetrical services to provide coverage for a range of fertility treatments, including preservation of reproductive materials, artificial insemination, assisted reproductive technology, genetic testing, and gamete donation. The bill also prohibits certain practices, such as incentives to discourage fertility treatment, and establishes standards for cost-sharing. It extends these requirements to federal programs like Medicare, TRICARE, and the Veterans Health Administration, and mandates that State Medicaid plans cover fertility treatment as well.
