Bill overview
The Access to New Community Health Opportunities and Recovery Act of 2025, or the ANCHOR Act, aims to expand access to healthcare for individuals with serious mental illness or substance use disorders. This bill creates an option for states to provide medical assistance to ‘specified individuals’ – those who are uninsured, have incomes near the poverty line, and have been identified with a qualifying condition like serious mental illness, opioid use disorder, or stimulant use disorder. States can extend this assistance for up to a year at a time, subject to annual review. The bill also emphasizes the importance of developing care plans and reporting on quality of care measures for these individuals.
