This bill, the FIRM Act of 2025, aims to increase fees for certain nonimmigrant visa applicants from countries deemed to be engaging in problematic practices. Specifically, the Department of State will raise visa fees for nationals of countries that have denied or delayed accepting citizens, been designated as state sponsors of terrorism, or are listed as Tier 3 countries in the Trafficking in Persons report. The fee increases will be tiered based on the number of criteria met by the country, ranging from at least 50% to 150% above the standard fee.
