The National Resilience and Recovery Fund Act establishes a new trust fund within the Treasury to support disaster mitigation and infrastructure resilience. The fund will be financed primarily through excise taxes on crude oil and natural gas produced in the Gulf of Mexico, as well as environmental and windfall profits taxes. These funds will then be used to support programs administered by FEMA, including hazard mitigation, infrastructure projects, and flood mitigation. The bill also clarifies the definition of ‘crude oil’ to include tar sands and oil shale, and introduces a new excise tax on crude oil and natural gas extracted from the Outer Continental Shelf in the Gulf of Mexico.
