The Food Assistance Integrity and Responsibility Act (FAIR Act) aims to increase accountability within the Supplemental Nutrition Assistance Program (SNAP). This bill requires that all electronic benefit transfer (EBT) cards used to purchase food include a recent photograph of the authorized cardholder. Retailers will also be required to verify the identity of customers using EBT cards to prevent fraudulent purchases, with exceptions for caregivers. The changes are intended to reduce program fraud and improve the integrity of SNAP benefits.
