This bill aims to ensure that federal civilian and military personnel who are not furloughed during a government shutdown can receive unemployment compensation. Currently, these employees are often ineligible due to how states define unemployment, but this legislation changes that by treating them as ‘totally separated’ from federal service for the purpose of eligibility. It clarifies that employees in the Armed Forces, the Commissioned Corps of NOAA, and certain civilian employees performing excepted work or emergency work are covered by this change, starting March 14, 2025.
