The FISH Act of 2025 aims to combat illegal, unreported, and unregulated fishing (IUU fishing) globally by strengthening U.S. efforts and encouraging international cooperation. It establishes a public ‘blacklist’ of vessels and beneficial owners involved in IUU fishing, expands enforcement powers, and promotes sanctions against those facilitating IUU activities. The bill also directs the U.S. to partner with foreign governments and international organizations to address the root causes of IUU fishing, including forced labor, and supports continued Arctic fisheries management.
