Bill overview
The Prospect Act aims to increase access to affordable, high-quality infant and toddler child care for students at community colleges and minority-serving institutions. It does this by establishing competitive federal grants for planning, access, impact, and pipeline initiatives. These grants will support the development of child care programs, expand the workforce of early childhood educators, and address the specific needs of student parents, particularly those from underserved communities. The bill also seeks to strengthen the Child Care and Development Block Grant Program and improve outreach regarding dependent care allowances for student financial aid.
