The Relief for Survivors of Miners Act of 2025 aims to make it easier for survivors of coal miners to receive benefits for deaths caused by pneumoconiosis (black lung disease). The bill changes how deaths are determined, establishing rebuttable presumptions for miners with at least 10 years of employment and those disabled by the disease, and restores pre-1981 rules regarding total disability. It also creates a new program to help pay attorneys’ fees and medical expenses for claimants, and directs the Government Accountability Office to conduct reviews of the Black Lung Benefits Act to assess its effectiveness and financial impact.
