The No Free Pass for Felons Act of 2025 aims to limit federal grant eligibility for law enforcement and public safety programs. It requires states and local governments to establish policies prohibiting the release of defendants on personal recognizance or unsecured appearance bonds for ‘covered violent offenses’ unless a court conducts a dangerousness hearing and finds conditions of release will ensure appearance and public safety.
