The College Athletics Reform Act aims to protect the name, image, and likeness (NIL) rights of college athletes. It establishes that intercollegiate athletic associations, conferences, and institutions cannot restrict athletes from receiving compensation for their NIL, nor can they take adverse action against athletes for doing so. The bill also addresses professional representation rights, privacy concerns regarding NIL agreements, and introduces provisions for international athletes, including changes to visa requirements and NIL activities. Finally, it establishes a commission to study and recommend reforms to the governance of college athletics.
