The Centers for Medicare & Medicaid Services Auditor Transparency Act of 2025 (CAT Act) aims to increase transparency and due process in Medicare payment suspensions related to fraud investigations. Currently, CMS and UPICs can suspend payments for up to a year based on credible allegations, but often lack transparency about the specific allegations and don't provide providers with a chance to challenge the suspension. This bill requires CMS to provide detailed information about the fraud allegations, update providers regularly on the investigation's progress, and establish an independent appeals process for suspended payments. It also limits the length of suspensions to 180 days unless good cause is demonstrated.
