Bill overview
The Promoting Agriculture Safeguards and Security Act of 2025 (PASS Act) aims to protect the U.S. agricultural sector from potential national security risks posed by foreign investment. It prohibits foreign individuals or entities from purchasing U.S. agricultural land or companies if they are linked to China, Russia, Iran, or North Korea. The bill also strengthens the Committee on Foreign Investment in the United States (CFIUS) by requiring it to review certain agricultural transactions and directs the Department of Agriculture to report on associated risks.
