Bill overview
This bill changes how the Bureau of Land Management (BLM) charges fees for ‘expressions of interest,’ which are informal requests to lease federal land for oil and gas exploration. Currently, a fee is charged when an expression of interest is submitted, regardless of whether the land is later offered for lease. The bill requires the BLM to only charge a fee if a bid is *not* received for the land during a lease sale, and to charge a fee to the person who initially expressed interest if a bid *is* received. It also establishes a minimum five-year term for expression of interest to remain active.
