Bill overview
The Build Now Act of 2025 aims to adjust how community development block grant funds are allocated to cities and urban counties. It calculates a ‘housing growth improvement rate’ based on housing unit increases and adjusts grant amounts accordingly. Cities with significantly higher housing growth rates than average will receive bonus allocations, while those with slower growth may see their grants reduced. The bill also requires the Secretary of HUD to publish an annual report detailing these adjustments and provide guidance to recipients on increasing housing supply.
