This bill, the Disposing of Inactive Structures and Properties by Offering for Sale And Lease Act (DISPOSAL Act), directs the General Services Administration (GSA) to sell or lease for ground-leasing purposes five specific federal buildings in Washington, D.C., including the Frances Perkins, James V.
