Bill overview
The Fresh Start Act of 2025 aims to help states modernize their criminal justice data systems to make it easier for people with past criminal records to have their records sealed or expunged. It does this by providing grants to states to support the implementation of ‘automatic’ expungement laws – those that happen without requiring the individual to take action. The bill also requires states receiving these grants to report data on who is eligible, who has had their records cleared, and those still awaiting expungement, broken down by race, ethnicity, and gender, to help track progress and identify disparities.
