This bill, the Foreign Adversary Communications Transparency Act, requires the Federal Communications Commission (FCC) to create and maintain a public list of entities holding FCC licenses and authorizations that have ties to specific foreign countries – China, Iran, North Korea, or Russia. The FCC will first publish a list of entities with required ownership disclosures and those deemed to be under the control of a covered entity by national security agencies. Subsequently, the FCC must establish rules to gather information on all other licenses and authorizations, adding those entities to the list within a year of implementing those rules. This aims to increase transparency regarding foreign ownership of communications infrastructure.
