The FORCE Act establishes a National Defense Executive Reserve, a pool of private experts who can be temporarily employed by federal agencies during national defense emergencies. The Reserve would be overseen by the Office of Personnel Management and require agencies to establish Reserve units within 180 days. The bill also modifies the Defense Production Act to streamline the process for voluntary agreements related to national defense, giving the President greater authority to delegate and the Secretary of Commerce authority to issue rulemaking guidance. Finally, it provides employment protections for individuals serving in the Reserve.
