The Promoting Resilient Buildings Act of 2025 aims to help communities better prepare for and recover from disasters by updating building codes and supporting residential resilience. It allows local governments to use FEMA funding to implement the latest two editions of building codes, either current or previous, and establishes a pilot program to provide grants to individuals for residential resilience retrofits like elevating homes or installing storm shutters. This pilot program will run for ten years and prioritize assistance for those with financial need.
