Bill overview
The PEACE Act of 2025 aims to pressure Russia to end its conflict in Ukraine by restricting financial access to foreign financial institutions that support Russia. Specifically, it requires the Treasury Secretary to prohibit or impose strict conditions on U.S. correspondent and payable-through accounts for institutions providing significant financial services to designated Russian individuals or entities, and to certain energy sector entities. The bill also establishes penalties for violations and allows the President to issue waivers under specific circumstances. It is intended to respond to ongoing Russian attacks on Ukraine.
