Bill overview
The Housing Oversight and Mitigating Exploitation Act of 2025 (HOME Act) aims to protect renters and homebuyers from excessive price increases during periods of housing crises. It prohibits landlords and sellers from charging unconscionably high prices for rental units or single-family homes when the Secretary of HUD determines the United States is experiencing an affordable housing crisis. The bill establishes a process for determining these crises, considers various economic factors, and provides a defense for price increases that reflect actual costs or risks. It also creates a monitoring unit within HUD to analyze housing market data and investigates excessive housing purchases, and addresses unfair screening practices.
