The BIS Strategic Talent Recruitment to Enhance National Guardrails for Technological Handling Act (BIS STRENGTH Act) authorizes the Under Secretary of Commerce for Industry and Security to hire outside experts to fill critical skill gaps within the Bureau of Industry and Security (BIS). This allows the Bureau to more effectively fulfill its mission related to national security and foreign policy by attracting highly qualified individuals not currently available through traditional civil service hiring. The bill also includes reporting requirements to Congress on the hiring process and its impact.
