This bill, the Haiti Economic Lift Program Extension Act, extends special duty-free rules for apparel imports from Haiti through December 31, 2028. It modifies the Caribbean Basin Economic Recovery Act to allow for preferential treatment on apparel, subject to quantitative limitations. The bill also directs the President to restore eligibility for certain articles previously ineligible due to tariff schedule changes and provides a process for refunding duties paid on these articles. Finally, it retroactively applies duty-free treatment to entries made before the bill's enactment, allowing for liquidation or reliquidation with a 90-day payment deadline.
