Bill overview
The Alleviating Intergenerational Debt Act (AID Act) amends the Higher Education Act to create a student loan allowance calculation for determining student aid eligibility. Starting in the 2027-2028 award year, students from families with outstanding student loan debt will receive an allowance based on the lesser of $4,000 or 15% of their parents’ student loan debt, with exceptions for higher-income families. The bill also adjusts the method for calculating these allowances annually to account for inflation, and requires the Department of Education to report on the impact of these changes on student aid recipients.
