Bill overview
The SOAR Act Improvements Act reauthorizes and modifies the District of Columbia Opportunity Scholarship Program, expanding it to include pre-kindergarten students and allowing grants to be renewed for up to five years without a new application. It also makes several administrative changes, such as allowing a majority of a nonprofit’s board members to live in the Washington metropolitan region, removing a cap on tutoring funds, and directing the Department of Education and the DC mayor to regularly evaluate the program. The bill also clarifies accreditation requirements for participating schools and adjusts evaluation procedures to ensure rigorous assessments.
