Bill overview
The Youth Voting Rights Act aims to expand access to voting for young people in the United States. It establishes a private right of action to enforce the 26th Amendment, authorizes the Department of Justice to enforce age-based voting restrictions by mail, directs states to designate higher education institutions as voter registration agencies, allows for pre-registration of 16 and 17-year-olds, mandates on-campus polling locations, prohibits durational residency requirements for federal voting, requires voter identification cards to be treated as valid ID, and provides grants to states to encourage youth engagement in elections. The bill also directs the GAO to report on voter registration trends and the Election Assistance Commission to collect and share relevant data.
