This bill, the Critical Minerals Independence Act, aims to bolster the United States’ supply chain for critical minerals used in batteries and other technologies. It does this by expanding the existing advanced manufacturing production credit to include ‘black mass,’ which is a byproduct of recycling lithium-ion batteries. Specifically, it modifies the Internal Revenue Code to recognize black mass as a qualifying component for this tax credit. The changes will take effect starting in 2025.
