The Equal Representation Act aims to change how the U.S. House of Representatives is apportioned. It requires the Census Bureau to include questions on the decennial census about respondents’ citizenship status, categorizing individuals as U.S. citizens, nationals, lawfully residing aliens, or unlawfully residing aliens. Furthermore, the bill proposes to exclude non-citizens from the count used to determine the number of representatives each state receives, starting with the 2030 census.
