Bill overview
This bill, known as the SMARTER Act, aims to prevent electric utilities from recovering costs associated with smart grid system deployments from consumers. It modifies the Public Utility Regulatory Policies Act of 1978 to require states and utility regulators to consider prohibiting such cost recovery. The bill also repeals existing provisions that authorized utilities to recover these costs. States and utilities have deadlines to consider and determine whether to implement this prohibition, with exceptions for states that have already taken similar action.
