This bill, the Zero-Based Regulatory Budgeting to Unleash American Energy Act of 2026, requires certain federal agencies, including the Department of Energy and the Bureau of Land Management, to establish sunset dates for their regulations. Existing regulations must expire within a year of amendment, while new regulations will initially expire after five years. Agencies can extend these sunset dates, but only with public comment and a determination that the extension is warranted and has a net deregulatory effect. If a regulation’s sunset date isn’t extended, it will be removed from federal regulations.
