This bill amends the Clean Air Act to give the President the authority to temporarily waive emission offset requirements for new or modified advanced manufacturing facilities and critical mineral facilities, if doing so is deemed to be in the national security interests of the United States. It also allows states to approve alternative methods for these facilities to offset emissions, such as paying fees that are used to fund emissions reduction projects. The bill defines ‘advanced manufacturing facility’ and ‘critical mineral facility’ for clarity.
