This bill, the Barcode Automation for Revenue Collection Act, requires the Internal Revenue Service (IRS) to use barcodes and optical character recognition (OCR) technology to digitize certain federal tax return information and correspondence. Specifically, electronically prepared tax returns submitted on paper must include a scannable barcode, and the IRS must convert paper returns and correspondence to electronic format using OCR. However, the IRS can choose not to use these technologies if they are slower or less reliable than manual processes, provided they report this decision to Congress.
