However, the system doesn’t apply to shipments with antidumping duties, tariff quotas, or specific taxes, and requires participation in narcotics information sharing agreements. Furthermore, it establishes a fee for these shipments, equivalent to a standard duty rate, collected in lieu of other import charges.
