Bill overview
The READ AI Models Act directs the National Institute of Standards and Technology (NIST) to develop a structured template and technical guidelines for documenting artificial intelligence (AI) models. This initiative aims to improve the transparency and understanding of AI models used by both the public and private sectors. The goal is to establish consistent documentation practices, incorporating stakeholder input and industry best practices, and ultimately, to assess the effectiveness of a pilot program and potentially implement it permanently.
Key provisions
- NIST will establish a pilot program to create a structured template for AI model documentation.
- The template will include details such as model name, developer, release date, training data cutoff, supported languages, and terms of service.
- NIST will provide technical guidelines alongside the template, including metrics and benchmarks.
- NIST will solicit public comments on the draft template and guidelines.
- NIST will report on the effectiveness of the pilot program and propose a permanent implementation plan.
- The final template and guidelines will be publicly available on the NIST website.
- The Act defines key terms related to AI, including ‘artificial intelligence,’ ‘artificial intelligence model,’ ‘institution of higher education,’ and ‘nonprofit organization.’
- The initiative encourages collaboration with various stakeholders, including private sector entities, academic institutions, and international standards organizations.

Subject to the availability of appropriations, in carrying out paragraph (1), the Director shall carry out the following:
Produce a structured template designed to enable a user to document information about an artificial intelligence model and associated data, which may include the following information:
The identification of the developer of such model.
The identification of the location where such developer is incorporated.
The release date of such model.
The knowledge cutoff date for such model’s training data.
Languages supported by such model.
Terms of service of such model.
Any other information the Director determines appropriate.
Provide detailed technical guidelines accompanying such template that—
make available relevant metrics or benchmarks for each component of such template for a range of artificial intelligence model types, as applicable; and
incorporate voluntary consensus-based technical standards and industry best practices, as appropriate.
In carrying out paragraph (2), the Director shall carry out the following:
Collaborate with private sector entities, institutions of higher education, nonprofit organizations, international standards organizations, and Federal agencies, as the Director determines appropriate, including conducting periodic outreach to such entities, institutions, organizations, and agencies.

Submit to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report that includes the following:
An assessment on the effectiveness of such pilot program.
If so assessed to be effective, a plan for permanent implementation, including relating to administration, of such pilot program.
