Bill overview
This bill, the Regulation Decimation Act, requires federal agencies to repeal at least ten existing regulations before issuing a new rule, particularly if the new rule imposes costs on individuals, businesses, or state/local governments. Agencies must also demonstrate that the cost of the new rule is no more than the cost of the rules being repealed. The bill also mandates agencies to review their existing rules for cost, effectiveness, and duplication, and to report their findings to Congress and the Office of Management and Budget.
